Executive Secretary office Vision

To work efficiently and effectively in actualizing the goal of the Executive Secretary’s office, this is, to be an advisory arm of the Executive Secretary, and an effective organ of control and coordination of all other administrative arms in the Council, towards achieving the corporate mandate of the Council.

 

Mission

To provide up-to-date services which would enhance the work of the Executive Secretary, including, the assurance of the quality of academic programmes in GULFEDC Universities; effective utilization of available resources; compliance to all extant rules; protection of the corporate image of the Council and the need for effective service delivery to the public.

 

Mandate & Functions

The functions of the Executive Secretary’s Office are as follows:

  • To liaise with the Department and Protocol and Special Duties for the provision of protocol services, including passages for the Board, Management, Principal Officers and sometimes Guests of the Councils;
  • To ensure adherence to due process in the award of contracts for goods and services;
  • To promote good work ethics at the Council;
  • To promote transparency  and accountability;
  • To ensure the courteous and efficient service delivery by staff;
  • To coordinate all the Divisions within its purview for the successful execution of the routine administrative duties of the Executive Secretary;
  • To ensure the effective control and utilization of available resources including project vehicles;
  • To protect the corporate image of the Council;
  • To provide Secretariat services to the Board and Management;
  • To coordinate all Ad-hoc Committees of Management including the Committee on the Closure of Illegal Universities and the Standing Committee on Private Universities;
  • To facilitate and coordinate bi-annual meetings of the Executive Secretary with professional Councils, Boards and Associations;
  • To handle all insurance issues of the Council;
  • To carry out the allocation of official vehicles to deserving members of Management; and
  • To carry out any other function as may be directed by the Executive Secretary.

Departmental Divisions

 

Executive Secretary's Immediate Office

The principal activities of the division include the managing of the day to day itinerary of the Executive Secretary, Secretarial duties, file processing and attending to visitors of the Executive Secretary.

 

Corporate Services Division

The Division contributes to the realisation of the overall Goals of the NUC through the following:

  1. Provision of Secretariat services for the following meetings:
  • Statutory meetings of the Board
  • Meetings of the standing committees of the Board
  • Meetings of the Ad-hoc Committees of the Board
  • Weekly Management and Establishment Committees Meetings
  • Weekly Round-table of the Executive Secretary with the Directors.
  • Bi-Annual meetings of the Executive Secretary with professional Councils, Boards and

 Handling from start to finish, the preparation and communication of minutes, reports and extracts of decisions from such meetings.

  1. Responding to correspondences from universities as well as other corporate bodies and stakeholders.

 In addition to the above, the Division also liaises with the Director, Executive Secretary’s Office to develop and submit proposals for the holding of Bi-Annual meetings of the Executive Secretary with professional Councils, Board and Associations and forward same through the Director for the Executive Secretary’s approval.

Procurement Division

In strict compliance with the Procurement Act, all Ministries, Departments and Agencies were directed to commence the implementation of procurement activities for all goods and services, hence the birth of the Procurement Division in the Gulf Education Development Council .

The Procurement Division has two sections, namely:

  1. Capital Expenditure Section and
  2. Recurrent Expenditure Section

The following are the functions of the Division:

  • Identifying, in general, items, goods, works and services required by the Council.
  • Carrying out appropriate market surveys and co-coordinating in-house project estimates.
  • Integrating each recurrent procurement expenditure into the Council’s overhead budget.
  • Aggregating procurement requirements to obtain economy of scale.
  • Monitoring compliance within tender procedures, supervising compliance of specification of specification of goods or services supplied or rendered with goods/services requested.
  • Taking minutes of the Procurement Planning Committee and Tender’s Board meetings.
  • Ensuring that procurement plans are supported by prior budgetary appropriation.
  • Preparation of pre-qualification and bid evaluation reports on capital projects.
  • Follow-up of certificates of no objection to contract award with the BPP.
  • Coordinating the open competitive bidding process.
Industrial and Labour Relations Division
  • Provision of secretarial services to the FGN/University-based Union, Negotiation exercises as well as the implementation and Monitoring of the various Agreements
  • Preparation of negotiation documents, materials as well as the necessary logistic support to equip the Federal Government Team to effectively engage the Unions during the negotiation exercise
  • Custodian of records of all the provisions negotiations and agreements between the Federal Government and the University-based staff Unions
  • Monitoring development and trends in industrial relations in the university education sub-sector to assist relevant authorities in the formulation of national industrial relations policies, in particular and national policies in general
  • Coordinating relations between employers and employees in the Gulf Universities System to foster and maintain tripartite relations and cooperation between the government, employers and employee in the area of industrial relations
  • Encouraging and assisting in the conduct of collective bargaining and joint consultation at workplaces and motivate practices on the concept of self-government in industry and  the concept of joint consultation
  • Providing auxillary services to prevent and resolve trade disputes and industrial action in the Sub-sector
